Jaana Tapanainen-Thiess

Secretary General, Government Report on the Future, Prime Minister's Office, Finland

Jaana Tapanainen-Thiess is the Secretary General of the Government Report on the Future and the Government Foresight Group in the Prime Minister's Office of Finland and is the Sherpa for Finland in the EU-wide Foresight Network. She is a former Advisor at the Prime Minister's Office of United Arab Emirates. Ms Tapanainen-Thiess led the "Finland for Future Generations"-scenario work, done by public servants in all 12 ministries in cross-governmental collaboration, as part of the Government Report on the Future given to the Parliament of Finland. The work forms the foundation for joint and continuous foresight and horizon scanning in the whole of Government. Also citizen futures dialogues were organized in different parts of Finland as part of the Report. The second part of the Report focused on the rights of future generations and integration of foresight in legislative drafting processes. In 2022 Ms. Tapanainen-Thiess was decorated Knight of the Order of the White Rose of Finland by the President of Finland, for distinguishing in the service of Finland in advancing strategic foresight in Government. Ms Tapanainen-Thiess is an Executive Board Member of the World Futures Studies Federation and a Member of Board of the Finland Society, an interest, expert and service organization for ca. 2 million Finnish expatriates. Native of Finland, Ms Tapanainen-Thiess has lived over 25 years abroad. She holds an MBA from Kellogg School of Management at Northwestern University (US) and WHU - Otto Beisheim School of Management (Germany), and a double degree BBA and HEAO-CE from Finland and the Netherlands.
