Connecting and Supporting Ukrainian Civil Society in Time of War

Since Russia’s unprovoked invasion of Ukraine in February 2022, over 12 million Ukrainians have fled to safety within the country and beyond. Ukrainian civil society will play a vital role in rebuilding the country post-war, but with people – women especially – so dispersed and in exile, how can the sector be better connected and supported?

To address this need, Salzburg Global Seminar convened Ukrainian civil society leaders alongside other regional civil society groups, policymakers, development agencies, and funders. Held at its home of Schloss Leopoldskron, which offered refuge to fleeing Ukrainians in February and March, the program provided a safe retreat to strategize and consider options for how to support Ukrainian civil society in the face of an uncertain and complicated future.

Program Goals

This program was for (not about) Ukrainian civil society and thus sought to help keep Ukrainian civil society connected and supported. It was co-created with Ukrainian civil society actors and designed to help facilitate that engagement and to be a “connector” of multiple efforts to support and sustain Ukrainian civil society both in exile and in-country.

Through this international convening, we elevated the voices of Ukrainian women’s and civil society organizations and supported their connections to other international political and development leaders.

Issues and questions

Specific focus issues were determined by Ukrainian civil society members, including women 
leaders, among them were:

  • Supporting civic infrastructure;
  • Strengthening regional networks; 
  • Protecting digital platforms and online civic spaces;
  • Ensuring women’s voices remain central in planning and decision-making.

Other questions for consideration included: 

  • What are the priorities of Ukrainian civil society groups inside Ukraine to address urgent needs and to plan for longer-term reconstruction and reconciliation? 
  • What is needed to ensure long-term support and connections for Ukrainian civil society and women’s organizations currently outside of Ukraine?
  • What can be learned from civil society actors from other places dealing with Russian aggression and occupation? 
  • What can be learned from other recent post-conflict situations and the rebuilding, reconciliation and reintergration efforts that have been pioneered by civil society groups?
Format

The highly-interactive program mixed curated conversations, knowledge exchange, practical group workshops, and informal interactions.  Together, 64 participants sought to identify concrete next steps and opportunities to take action based on priorities defined by Ukrainian civil society actors themselves.  The meeting adhered to the Chatham House Rule, in order to allow for candid and open exchange of ideas.

  • Ukrainian’s women’s groups and networks.
  • Religious organizations and refugee organizations providing support to Ukrainians outside of Ukraine.
  • Organizations providing humanitarian aid and assistance to Ukraine and Ukrainians.
  • Journalists, photographers, and media specialists reporting and providing news and information about the war in Ukraine.
  • International development agencies and donors.
